Moving to Germany as a non-EU citizen: visa and first steps

Choose a German stay route before travel, then handle your residence permit, Anmeldung and health cover as separate tasks.

Visa requirements and in-country application options vary by nationality and purpose. A short-stay visa or another EU country’s residence card should not be treated as automatic permission to settle or work in Germany.

A visitor entry is not a settlement route

For a long-term move, the right visa or residence category depends on purpose and nationality. Some people can apply after arriving, while others must obtain a visa before travel. Verify the route with the responsible German mission or authority before making non-refundable plans.

A German permit is not the same as Anmeldung

Anmeldung records your address with the municipality. It does not grant residence or work permission. Conversely, an immigration appointment does not complete your address registration. Plan both procedures and keep proof of each submission.

Moving from another EU country needs a fresh check

A residence document issued by another EU country generally does not by itself authorize a long-term move to Germany. Specific mobility arrangements may apply in some cases, so confirm your status with the German authority instead of relying on your current card.

If you are joining an EU-citizen family member

A non-EU family member may have an EU free-movement route when joining an EU citizen who moves to another Member State. If the EU citizen is moving to their own country, national rules may apply instead. Check the family guide and ask the destination authority which route fits your facts.

Common questions

Can I move to Germany on a tourist visa and apply later?

That depends on nationality and the exact route. Confirm before travel whether an application must be made abroad or can be filed in Germany.

Does another EU country’s residence permit transfer to Germany?

Do not assume it does. Ask the German authority whether a mobility arrangement applies to your current status and planned activity.

Should I do Anmeldung or the residence permit first?

They are separate processes. Confirm your immigration route before travel, then follow the local address-registration and immigration-office instructions after arrival.
